Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in the Inter-American Development Bank-s: Policies for the Procurement of Goods and Works financed by the Inter-American Development Bank, GN-2349-15, the EU Rules on participation in procurement procedures as set out in the Practical Guide to Contract Procedures for EU External Action (PRAG) and is open to all eligible and qualified bidders as defined in the Inter-American Development Bank policies and the European Union eligibility rules and procedures.
